If you can find a small or medium humanoid with wings, sure. Raptoran might work, but you'd need a bunch of HD before you can actually fly well.

Good question. According to the SRD: "The creature gains the natural weapons, movement modes, and extraordinary special attacks of its new form."

Since a doppleganger can take the form of any humanoid, if it turns into one with wings it should be able to. There are a few flying humanoids I think with wings.

Is there a humanoid race with (Ex) flight? Remember that human shaped isn't humanoid, so outsiders and monstrous humanoids are out.

Air Mephling, then, at lower levels. From Planar Handbook. Only a ten foot fly speed, but perfect maneuverability.

At higher levels, switch to Raptoran. They all have wings, but can't fly until (I think) 12 HD.

Dragonborn would work equally well as Raptoran, functionally, but would also add different roleplay possibilities to it.

In one of the Drizzt books, a doppleganger grew wings and tried to fly away.

But yes, even RAW, I think they can.

Fey'ri from Races of Faerun also have change shape(any humanoid). They explicitly can use that to gain 40' poor flight.
