This is a new Monastic Tradition for the Monk:

Drunken Monkey
The Drunken Monkey tradition is a tradition of both revelry and battle. Practitioners learn not only how to fight, but how to party. The tradition teaches that one can improve their fighting technique through a liberal use of alcohol. Monks of the Drunken Monkey enjoy studying in big cities with plenty of places to buy alcohol. Certain Drunken Monkey monasteries also function as bars, taking in students from the clients.

Flurry of Blows: You gain the Drunken Monkey Flurry of Blows power.
Mental Unpredictability: You gain a +1 bonus to Reflex. This bonus increases to +2 at 11th level and +3 at 21st level.

Drunken Monkey Flurry of Blows - - - - - Monk Feature
You stumble as your drunkenness adds weight to your strike.
At-Will * Psionic
Free Action (Special) - - - Melee 1
Trigger: You hit with an attack during your turn
Target: One creature

Level 11: One or two creatures
Level 21: Each enemy adjacent to you
Effect: The target takes damage equal to 3 + your Constitution modifier, and you shift one square to a square next to at least one target. If the target wasn't targeted by the triggering attack, you can shift into their space and push them one square.
Special: You can use this power once per round.

Level 1 At-Will Disciplines

Drunken Boxing - - - - - Monk Attack 1
You stumble to the side, then surprise your opponent with a quick jab.
At-Will * Full Discipline, Implement, Psionic
Attack Technique

Standard Action - - - Melee touch
Target: One creature
Attack: Dexterity vs. Reflex
Hit: 1d8 + Dexterity modifier damage and the target grants combat advantage until the end of your next turn.

Level 21: 2d8 + Dexterity modifier damage.
Movement Technique

Move Action
Effect: You shift 3 squares to a space next to an opponent.

Sucker Punch - - - - - Monk Attack 1
You slowly approach your foe, before knocking the wind out of him with a quick jab.
At-Will * Full Discipline, Implement, Psionic
Attack Technique

Standard Action - - - Melee touch
Target: One creature
Attack: Dexterity + 2 vs. Reflex
Hit: 1d6 + Dexterity modifier damage.
Level 21: 2d6 + Dexterity modifier damage.
Movement Technique

Move Action
Effect: You move up to half your speed with a +2 to defense against opportunity attacks.

Level 1 Encounter Disciplines

Transfer of Drunkenness - - - - - Monk Attack 1
You transfer some of your drunkenness to your foe.
At-Will * Full Discipline, Implement, Psionic, Psychic
Attack Technique

Standard Action - - - Melee touch
Target: One creature
Attack: Dexterity vs. Fortitude
Hit: 1d8 + Dexterity modifier psychic damage and the target is stunned and grants combat advantage until the end of your next turn.
Movement Technique
[INDENT]Move Action
Effect: You shift 3 squares and ignore all difficult terrain.

Level 1 Daily Disciplines

Unpredictable Maneuvering - - - - - Monk Attack 1
Your opponents can't tell what you will do next.
At-Will * Implement, Psionic, Stance
Minor Action - - - Personal
Effect: You assume the unpredictable movement stance. Until the stance ends, you gain a bonus to your defense against opportunity attacks equal to your wisdom modifier and you can make a melee basic attack as a free action against any enemy who misses you with an opportunity attack.

Have the base flurry shift into one square adjacent to the target. That makes the target matter a bit.

Drunken Boxing movement technique already exists in another monk at-will. How about "you shift 3 squares to a square adjacent to an enemy"?

Sucker Punch: daze at-will is way out of the power spectrum of at wills. Then you tossed on a +2 to hit. Like, ridiculous. The movement technique, meanwhile, is ... worse than a move action in every sense. As you don't have to use movement techniques, I don't understand what it is intended to do?

For a secondary stat, I'd argue that Drunken should use Con.
