Elan likes Haley. But Elan likes everyone (even Belkar), and everyone likes Haley, so that doesn't really mean anything.

He may be subconsciously in love with her - 367 seems to suggest a dawning realisation, rather than a sudden stroke - but really, he shows no sign of it, and to say he was "flirting" with her is just not justified by the evidence we have.

I don't think Haley was in love with Elan yet when they were raiding Dorukan's dungeon, only physically attracted to his good looks and his 18 charisma.

It's after they rescue the old dirt farmer and Elan telling Haley how proud he is for her doing such a noble deed that her feeling for him intensify.

At the new years party in Azure City, her feelings have become true love indeed.
