Under 3.5, with any official book ever published, what is the highest Diplomacy skill level that can be obtained by 20th character level?

Skill ranks? 24, I believe.

Skill modifier? Infinity, due to the Omniscificer.

23 for ranks.
As for total score, I can't seem to find it at the moment, but I saw a ~240 once.

No, magic9mushroom has the right answer. There are a couple of feats in Cityscape that, together, let you get +1 rank in a single skill.

As for total score, I can't seem to find it at the moment, but I saw a ~240 once.

Primary Contact (Cityscape) gives you +1 rank to a skill.


I thought the Omniscificer only had infinite knowledge checks.

Infinite skill checks (and a couple of other things).

Without too much cheese and levels investment, you can get +60:

Half-Elf Bard
Persuasive
Noble Soul (Greyhawk regional feat from some Dragon magazine)
Skill Focus (Diplomacy)

Admiral'S Bicorne
Vest of Legends

Don't really need anything beyond +50 or so, though.
