And where is that information found? I think it's in the dungeon master's guide, but I can't find it... (a page number would be helpful)

You can create an item that gives you up to a +44 competence bonus to a single skill check and the price for it (193,600gp to be exact), will still be under the 200,000gp limit and thus be considered non-epic. This is perfectly legal too as the +30 epic restriction only applies to enhancement bonuses.

Good luck getting your GM to go for it though (the magic item creation rules are only guidelines, after all).
