I have seen this in the weapon entries, but what exactly does it do? Is it how many times you get to attack with that weapon in one action or something?

In Exalted, you can Flurry - taking several "actions" in the same action, but suffering a dice penalty on your rolls. You have the explanation on Flurries in page 143, and on the penalties of multiple actions in124.

Rate, then, is the absolute maximum number of attacks you can do with that weapon in the same flurry.
