Is there any material, WoTC or third party, that allows you to make a permanent astral construct?There is. It's in Hyperconscious, but it's insanely expensive. I think it was a typo, but there's been no errata, to my knowledge.

Is there a suggested way to fix it?The stabilize construct power requires you to manifest it once per day per hit die of the construct over the course of one week per the construct's hit dice. So, if you have a 10 hit die construct, you have to manifest it 10 times per day over the course of 10 weeks.

Unlike most powers, this has a GP cost in addition to its XP cost.

The amount you have to spend? 3000 GP and 120 XP. Per hit die.

PER MANIFESTATION.

Yes, that means that you have to spend 300,000 GP per day for a 10 HD construct, for 10 weeks straight. And if you do anything other than craft and rest, the effort is wasted.

I suggest allowing the Craft Psionic Construct feat to let you craft servants using astral construct. The base price should be somewhere around 1,000 GP (so 500 GP and 40 XP to craft) per HD. Though perhaps the 1st and 2nd level constructs should go for about half that.

It's approximately balanced, and gives the Craft Psionic Construct feat a use beyond just psion killers.

...Why would psions craft psion killers, anyway?

...Why would psions craft psion killers, anyway?
The same reason mage's construct mage killers.

Because sometime we just aren't all in this together, and clearly you have to be one to know one, or in this case, kill one.

How would you feel about CR^2 * 500 gp? Most (not all, though) costs in D&D scale by a power of two. The Psion-Killer is CR 12 and has a market price of 150,000 (12*12*500=72,000 ... not a close match, but the Psion-Killer has a lot of useful abilities); a 9th level Astral Construct (requiring a manifester level of 17 in the moment of creation) is CR 10, and would cost 50,000 gp (market). Meanwhile, the first level astral construct is CR 1/2, and would cost a measly 125 gp. Compare to a CR-10 Clay Golem at 40,000 (10*10*500 = 50,000), the CR 7 Flesh Golem at 20,000 (7*7*500=24,500), the CR 13 Iron Golem at 150,000 (13*13*500=84,500 ... not a close match... oh well), the CR 11 Stone Golem at 90,000 (11*11*500=60500 ... not a close match), and the CR 16 Greater Stone Golem at 196,000 (16*16*500=128,000).

Hmm... maybe a base of 750, rather than 500? Oh well, the numbers won't line up, but hey - it at least gives something of a rule.....

It's cheaper at the higher levels, however.
