Visiting HALO
HALO is located Under the Sea! However that doesn't mean you can't visit...
There are Shuttlepods providing arrivals and departures on a regular schedule.
There are no anti-teleport wards!
If you can't teleport yourself, there are Ring Transporters, which link (among other places) the Mall of Acronymia from Inside.

Important Note for Villains
Conflict is great! It's the heart of any story, and there isn't much to roleplay without it. However, as a player to player courtesy, please check in with the players who are active at any given time before launching an attack. Not everyone wants to roleplay combat scenes, and sometimes there are other things going on that players don't want to interrupt for a random fight. Either a PM/IM to players, a short post in thread to say (Mind if I introduce a villain here?) or a longer post in the OOC thread if it's a larger plot is appreciated.

Then the mist dissappears. Sonder walks from his room to one of the shadows near Crow and mutters a few incantations. About twenty Cure Serious Wounds potions appear in front of Crow. Sonder walks back to his room, satisfied that he found a way to help heal people.

The Aura's effects are all up to you. If you don't want your character to be attracted to him, then you can say the aura is just making them think unfaithful thoughts in general, or you can just say they're too strong willed to be affected at all. The Aura only has a radius of a few feet, but touching him doubles the power. And he feeds off all infidelity, not just when it's directed at him.
