There is a wizard. With genesis it created its own plane within which he is - with use of simulacrum - spamming half-tarrasques. It is anticiapated, that when he has n simulacrum tarrasques, he wil release them upon material plane to conquer it. One solution to this may be locate city bomb + lots of wishes. Is there any other, concidering no one can enter his demiplane??

Is there any other, concidering no one can enter his demiplane??Contact other plane to find out where on the Astral Plane he cast genesis, then plane shift and greater teleport to that location, then create a self-resetting dimension lock trap.

You can't get in, but he can't get out.

So entry into a demilapne actually resembles "gates" which can be "locked" in such a way?

Firstly, locate city bomb doesn't actually work. Even if it did, it wouldn't be effective in this situation because the locate city spell doesn't cross planar boundaries. Also, who actually builds an entire city in one's personal demiplane?

Secondly, why can't anybody else enter this guy's demiplane?

Having done some research on the topic (http://www.giantitp.com/forums/showthread.php?t=116975), I have concluded that it is impossible to make a plane be completely unbreachable.

In view of this all you really need are 3 things
1) A way to find out what he is up to.
2) A force powerful enough (and willing) to take him on.
3) Enough planning and organization to pull together said force and storm his plane.

Is this Wizard an enemy NPC or a problem player? It makes a slight difference in what approach you want to take. For an enemy NPC, he can probably be killed with little trouble. A problem player on the other hand should probably be warned by some higher powers to cease his actions or have the Emerald Legion knocking on his front door.
