The "Public Domain Artifact" is a greator artifact of Hextor, and reason he has gained the "Community" domain. On a sidenote, he will now become enraged if someone says the word "socialist" in his presence, shouting the phrase "IT WAS MEANT TO BE USED ON SLAVES ME-DAMMIT".

The Public Domain Artifact can create an effect combining spells "Create Foodand Water" and "Minor Fabrication", at-will. Creating a large number of Creating glasses of water, bowls of thick stew, and plates.

In response to possible hate-mail I remind you that Hextor is Lawful Evil Patron of Tyranny, and thus would approve of slavery
(I on the othe hand, am a Chaotic Good Human, who wants to kick Hextor's @$$ for being such a @$$)
In response to the socialist comment, he created the Artifact to make slaves more efficient by negating their drain on resources, instead his priests used it to feed themselves while starving the slaves......suffice to say he wasn't happy and many former-priests were smited, giving him a reputation for being anti-slavery. (Angry Hextor is Angry)

How is a low cost magic item an artifact?

I mean, this is worth very little and has no unique effects; a seventh level wizard could afford to make this item (I think; since it's unlimited use, it may be a bit pricier than I thought).

Its an artifact so it can't be destroyed without Hextor admiditing that he made a mistake(not going to happen), and its a full-caster, unlimited use item, that can be used anywhere, anytime, to effectively feed an army.

I didn't mention it's appearance becuase I couldn't think of anything funny.

Appearance suggestion off the top of my head: An under nourished looking male humanoid raising an empty bowl in supplication ("Please sir, may I have a little more?")?

Yeah, the problem is, you have the same exact thing, minus indestructability, for 20k or so (not sure on the pricing rules, books not available) and a ninth level crafter.

It's hardly artifact level. There are even items designed to feed armies in the MiC for only 1.5k, for Hextor's weaksauce artifact's sake.

Thats the point, the Artifact exists to P#ss off Hextor and no one can get rid of it unless he admits that he made a stupid mistake, which he won't. This is the only evidence of Hextor performing a random( and nominally good) act if only becuase of an accident. If this snowballs out of control(Like Pelor "The Burning Hate") we might even see a peace-loving hippy Hextor get berated by his brother for being so unprofesional, and even the chance of something like that happening is worth it.

That does not address the fact that this isn't artifact quality. Your explanation is fluffwise almost OK (I'm not entirely sure how keeping your subjects alive, especially for a lawful evil type, is a particularly good act)... but mechanics wise, this isn't enough to make it seem like Hextor is doing any good. It's a cheap magic item; that would be like saying that Pelor isn't the burning hate because one of his priests made a wand of detect evil; not only is it a cheap item, but it's not even objectively good.

Also, I don't think creating an artifact for the sole purpose of creating a new meme is the right idea.

Could it be made into a Relic (MiC) ehich gives some other powers when used by certain people?

It isn't that making it was a good act, it was the misunderstanding that followed that seemed like a good act. Perception of reality is sometimes more important than reality itself and if Hextor made one slip-up then he can make more, it opens up possibilities.
The only real reason its an artifact is becuase a greater power made it and it has a specific method of destruction(can't think of anything else that does that, except artifacts).
Hextor wants this to be as limited as possible, he won't let it become a Relic, now if it was sanctified/redeemed then maybe.

How does it matter that people don't understand things? I mean, people misunderstand that The Burning Hate is a god of good and light, so why should Hextor care that a few fools misunderstand a standard, purely neutral magic item as a work of good?

Exactly my point, its just a little thing, but given time, other incidents, and peoples natural tendency to exagerate things......

....Or maybe this is just a bad idea.
