Artisan's Bane, The Ugly Stick, Theif's Doom, It has been called many things through the ages, but it's use has always been the same; Character assassination. Degradings the natural skills of famous artists and authors, turning an infamous cat-burglar into a bungling newbie, this weapon was disigned to bee much more harmful than any mere blade.

+6 Skilcrusher Sap of Healing, 1d4+6 nin-lethal damage, heals 1d8+6 damage, deals an equal amount of Skill Damage to all trained skills("amount of damage taken"+"amount of damage healed").

(Skills damage heals at one point per hour, only one skill can be healed at a time)
edit:(Only Epic Spellcasting can speed the recovery of Skill damage done by this weapon.)

Disigned to embarass the H#ll out of people rather than kill them. For when assassination would just make the victim even more famous

Very creative... might want to explicitly specify that even Wish, Miracle, and Reality Revision can't recover the damage sooner... either that or drop it down to a +5 so it isn't an Epic weapon (which I recently discover don't follow the same cost formula as non-epic weapons).

Here let me clean up the spelling and try to clarify a few things...

Artisan's Bane, The Ugly Stick, Thief's Doom, It has been called many things through the ages, but it's use has always been the same; Character assassination. Degrading the natural skills of famous artists and authors, turning an infamous cat-burglar into a bungling newbie, this weapon was designed to be much more harmful than any mere blade.

+6 Sap of Healing, 1d4+6+1/2 strength modifier damage non-lethal damage, heals 1d8+6+1/2 strength modifier damage damage. The target temporarily loses a number of skill points from each skill they have ranks in equal to the total amount of damage and healing (regardless of whether the healing takes effect) the sap generates. This can not reduce the amount of ranks the victim has in a given skill below zero. They also lose access to all skill tricks. The victim recovers one skill point to one skill, or skill trick, of their choice every hour. When an number of points equal to the number of points spent to buy a skill trick are spent on that skill trick then access to that skill-trick is restored. Only Epic Spellcasting can aid the recovery of skill ranks and skill tricks. Note that this loss of skill ranks may temporarily make the character ineligible for certain feats, prestige classes, etc denying them (for instance) the benefits of said feats, and the class features (including spell-casting) of Prestige classes.

Note that this technically changes the way that recovery works since you can do a few points on one skill before doing a few more on another, scattering the recovery around, rather than finishing off the recovery of one skill before moving on to another (which your original wording seemed to require). You might also want to drop the last sentence I added and/or the business about skill tricks.
