So, how would one open a permanent portal into material plane(and fortify it properly), linked to the Abyss, spewing forth infinite legions of demos, not even locate-city-bombs could end?

To create a fixed portal:

Make a spell clock (http://www.wizards.com/default.asp?x=dnd/cw/20070312a) for Gate (http://www.d20srd.org/srd/spells/gate.htm)

That will create a portal (really it is multiple staggered portals)



To get a "infinite" stream of demons:

Be the DM or choose a Demon spawning point with the DM's approval


To be fortified against locate city bomb:

the distance to the edge of a 2D shape is 0ft. Locate City Bomb does not work.

Look up the rules for designing a trap (http://www.d20srd.org/srd/traps.htm#designingATrap).

Recognize that a trap of Gate can work from either plane. A Periodic trigger automatic reset trap of Gate does what you want (at least, the permanent Gate part) by opening up a portal. If you're really crafty, you get two of them set to work in tandem - one opens a Gate from the paired trap's location to the demon realm, the other opens a gate from the paired trap's location to your target. They're back to back. On either end, you look through the glowing, golden hoop, and do not see where the traps are, but the other location. Permanent portal from anywhere in the multiverse to anywhere in the multiverse. If it's disjoined or dispelled at either end, it just renews itself to no apparent effect. It'd look very much like a natural portal.
