I am attempting to put together an Amalgam Creature (one of the few nice templates from the Advanced Bestiary), and I am trying to find a 1 HD creature that is 1. Medium, or at least Small and 2. has as fast and as maneuverable a fly speed as possible. Does such a monster exist?

Ah, right, the Anthropomorphic Bat... is there nothing these flying Wisdom-bonused wonders can't manage?

Lift 500 pounds without the aid of magic.

Not that that's much of a drawback when you can fly and use magic.

With a two-level dip in Cancer Mage, you could have NI strength and manage it quite handily..

With a Candle of Invocation, you could become Pun-Pun and do anything you want. It's not much of a racial properity, though.

Aasimar or tiefling with outsider wings feat(Races of Faerun) and improved flight feat from same book otherwise my homebrew creature: Drath (link in my signature)

Hengeyokai Sparrow (OA) in hybrid form is still medium and has a 20' fly speed, LA +0, but I think maneuverability is only average.

Air Mephling (Planar Handbook) is small, has a 10' fly speed but perfect maneuverability, LA +1.

Avariel (Races of Faerun) is medium, 50' fly speed (average), LA +3.

If you go with either of the first two, I think there are feats to increase an existing fly speed.

if you go with LA, you might as well get the winged template...

If you can use it, I think there was some sort of homonculi in the Eberron Campaign Setting that might fit the bill.

Raptorran from RoTW, they glide at level one but get a fly speed at level four.
Winged Dragonborn get the same.

Raptorians work well, although they gain flight at level 5, and dragonborn (with the Wings characteristic) gain it at level 6 for only 10 minutes a day. At level 10 or 12 respectively, they gain full flight.
