[EDIT]
Oh yes, the Corollax! A talking parrot that can use Color Spray, for an intelligent familiar. You can google it for an image, but the website seems to be down.

Excellent. That was quick. Anything more is always appreciated.

Where is the corollax from?

Might actually be the opposite of what you want, but... Colorless Adept is a psionic PrC in Hyperconscious with a MotAO-esque power-sharing mechanic. 8/10 manifesting, loses ML at level 5 and 10. At those two levels. they learn a bonus feat, as well as "colorless fire" and "colorless rain" respectively, two highly damaging PLAs with wide range. You can, of course, skip the capstone and make the PrC 8/9 manifesting instead.

You can share up to 6th-level powers without losing any ML, so that's handy for a dip, particularly for low-Powers Known classes like Ardents and Wilders. You can break out of the class at 7 and be able to share 9th-level powers as well.

Eh, I had it all in a textpad already.

Corollax (http://www.imarvintpa.com/dndlive/Monsters.php?ID=714) is apparently in the Monster Manual II. There's also the Prismatic Dragon (http://www.d20srd.org/srd/epic/monsters/dragonEpic.htm#prismaticDragon) and Prismasaurus (http://www.d20srd.org/srd/epic/monsters/prismasaurus.htm) in epic levels. I think the Mercury Dragon has some light-based abilities, as well.

Anything Incarnum. Everything's blue, particularly the feats. They've got a human subrace named after a shade of blue, too.
