So yeah. The question is, is there any way for a dematerialised creature to affect the world?

There's a spirit Charm (Shattered Adamant Attack, Roll of Glorious Divinity I, p. 168) that lets you attack material targets while immaterial. It requires Essence 5, sharply limits what other Charms you can put on it, and starts inflicting aggravated damage on you if you use it too much in a scene, but it'll do it.

A few ghostly Arcanoi can do this—particularly the Terror-Spreading Art, which contains poltergeist-style Arcanoi: you can conjure ghostly lights and illusions, dripping ichor (or any non-harmful substance you please, but gross ones are traditional), swarms of vermin... all of which are explicitly usable while immaterial. In the same Art, there's Hand of the Wind, which lets you take affect the physical world for one action; it costs Willpower, though, which makes it very costly for ghosts. Evoke the Ancient Clay has a few Arcanoi that affect the living world too, mostly by creating puppet-bodies.

Lastly, there's a pair of Cecelyne Charms: Stone-Flayer Touch, a supplemental Charm that lets you hit the target regardless of whether either of you is immaterial, and Sandstrike Blast, a supernatural attack. Both of them cost an extra Willpower to use against a material target while you're immaterial.

But by default? Nope. You need specialized magic, and it's almost always going to be costly enough to keep you from using it too often—otherwise, it'd be far too powerful.
