Sap-Blood
Treelike people of the feywild, sap-bloods are keepers of the forest

Racial Traits

Ability Scores +2 Constitution, +2 Wisdom
Size Medium
Speed 6 squares
Vision Normal

Languages Common, Elven
Skill Bonuses +2 endurance, +2 nature
Pool of Life The Sap-Blood adds +2 to their healing surge value.
Durable The Sap-Blood gains the Durable feat.
Bend to the Storm you gain the use of the Bend to the storm power.

Bend to the storm Sap-Blood Racial Power
You know how to bow to the gail and to bend to the storm.
Encounter
Minor Action
Effect You gain resist 5 to all damage until the end of your next turn.
lv 11 resist 10.
lv 21 resist 15.

Play an Sap-Blood if you want:
- To be strong and wise.
- To be a tree hugging hippie.
- To make a good defender or leader.

Barkskin: Broken
Pool of Life: Broken
Fire Vulnerability: If you really want, I guess...
Durable: Not broken, but still seems excessive for a racial feature.
Bend the Storm: Not broken. I like.

My advice is the following:

Remove the Barkskin class feature.
Change the name of Bend the Storm to Barkskin.
Pool of Life: Change it to a flat +2.
Durable: Go ahead and keep as is.
Fire Vulnerability: Keep or miss as you like. It's not necessary to give a race a handicap in 4e (unless they're small-size it seems)

Incidentally, it seems like you're trying to build races around particular roles or classes. IMO you should only consider favored classes for the two ability score increases. The rest should be generic racial features that could be useful to multiple classes.

Its seems to be balanced but is kinda like the wilden.

It's almost a flat +1 to AC, the most-targeted defense in the game.

I personally think that if a DM were to approve of it, it would make a great defender. though bark skin could be considered broken.

They're not all perfect, but I'm enjoying reading through your new races, especially since I'm always looking for exotic new customization options. I can't wait for the PDF you promised!

I may or may-not make the pdf, But Fear Not! I had a great idea for a setting and the better races will be included!

I find your lack of fluff disturbing....

But really though, we need some info about these guys. At the least, a description of what they look like.

Unapproachable East had the Volodni- maybe their fluff could be lifted?

Basically, they were demon-worshippers, their civilization collapsed, they fled into the forests, and some power (elder treant, deity, something like that) refused them shelter unless they became part of the forest.

They agreed- and were transformed, becoming plantlike.
