So what does FIXED range mean, in the Persistent spell.

Is it range that DOES NOT CHANGE, eg

RIGHTEOUS WRATH OF THE FAITHFUL
Range: 30 ft.
Targets: Allies within a 30-ft.-radius
burst centered on you

Or is it spell that levitates in a fixed area, eg:
Darkness

The former. Righteous Wrath of the Faithful is unambiguously one of the spells that does qualify for Persistent Spell, and it's one of the best choices for a DMM(Persist) build, particularly in a party.

The ambiguous question is whether "touch" qualifies as a fixed range.

...Levitates?

I'm not sure that's the right word...

Anyway, it means a spell with a "Range" heading that lists a fixed range - "10ft.", for instance, rather than "Close".
