I've been away from legend of the five rings since first edition, but a decade ago it was one of my favorate games (I'm talking about the RPG not the card game).

Fourth edition is comming out in a month an I like what I'm hearing about it (well specifically I'm liking "we playteted a whole lot more than we ever did before" and "we're presenting the rulebook timline neutral").

Does anyone here know more? should I really be excited? how do the new rules look? (I guess that there is a lot here (http://www.enworld.org/forum/blogs/l5r-design-diaries/) but I'm too far removed from system proficency to make heads or tails of it.)

I never played much of L5R3rd edition but delved in enough to gain a basic understanding of the rules.

After a short read of the link you posted, from what I see they are not changing the core mechanic's of the game, they are just trying to make the game more balanced.
