So I am helping a friend who wants to be a necromancer so what are some feats and other things to make him a very powerful necromancer.

Are you advising him to go Wizard or Cleric? It could definitely be argued that Clerics make more powerful Necromancers than specialist Wizards.

As the handbook will tell you, there are two main kinds of necromancer: Debuff-you-to-hell Necromancers, and Dawn-of-the-Dead Necromancers. Wizards are better at the first, Clerics are better at the second. Dread Necros can do either quite well, though they usually do the army-of-undead better.

I rather like the Lord of the Uttercold-style necromancer the handbook points out; for a group with less optimization minded players*, it's a way to make a blaster that's enjoyable for all, while utilizing two of the more under-appreciated schools of magic.

*Not exclusive to those groups, of course. It's simply my experience that groups that focus less on optimization as a whole are less impressed with Batman Wizards because they're only thinking about HP damage done or healed by each party member.

Memorise Shivering Touch, from Frostburn. Cast. Remove 3d6 DEX from your target. Watch as the target realises he doesn't have a saving throw against the spell. Rinse. Repeat. Done.



...What? It's a Necromancy (Cold) spell...

Well, as far as Enervation+Shivering Touch style, Blaster Necromancers, I've never really made any, but I might be able to help with Dawn of the Dead Necromancer.

First, choose Dread Necromancer, and put your highest stat in Charisma. Dread Necromancers get, as a class feature (Not sure at what level, away from books at the moment), the ability to control 4+Cha modifier HD of Undead/level. Next, go to Libris Mortis, take the entire 'Corpsecrafter' line of feats you think are feasable, as well as the two 'Fell' metamagic feats (not sure about book for those, so if someone would be willing to provide that, that'd be great.) Get magic items which increase charisma, prepare negative energy spells, undead creation spells, and any undead buffs you can find. Get Tomes of Leadership and Influence, Ioun stones, cloaks, whatever stacking bonuses to Charisma you can get. If your DM will allow you, get Undead Leadership and make your cohort some form of Incorporeal, spawn-creating undead for cheese, but if you'd rather have the zombie horde instead of the ghost-army, get a Dread Necromancer cohort who has Undead Leadership and chain it. Each of your cohorts, who will be numerous and have a very high leadership score thanks to that amazing Charisma, will control a small army of Undead directly, and have plenty of Undead followers. Have fun conquering nations with your horde. Helpful hint: Go skeletons instead of zombies. More dextrous, can do more in a given round, and are just generally better; Also, if you arm them each with a bow, you can launch a volley of arrows the likes of which the world has never known.
