Just what the title says. Any 3.0-3.5 dnd book. I'm willing to take a plus race as long as it isn't major.

There are many others, but they have lots of RHD/LA

Venerable Dragonwrought Desert Kobold: Str -4, Dex +2, Int +3, Wis +1, Cha +3, LA +0.

Edit: Magic-Blooded (http://crystalkeep.com/d20/rules/DnD3.0Index-Templates.pdf) (page 15) gives Wis -2, Cha +2 to any race for +0 LA. Phrenic Creature (http://www.d20srd.org/srd/psionic/monsters/phrenicCreature.htm) gives Int +2, Wis +2, Cha +4, along with a host of other abilities and benefits, for a +2 LA. Half-Fey (http://www.wizards.com/default.asp?x=dnd/sp/20040213a) gives Cha +4 for a +2 LA, plus it grants natural flight and some useful spell-like abilities.

Drendali (Dark Elf) from Sword & Sorcery's Burok Torn. Amongst their racial changes are +2 dex, -2 con, +2 int and +2 cha. They have a +1 level adjustment.

spellscale(+2 cha, -2 Con). . . also they get bloodquickenings if your going to be a magic based character. . . blood quickenings are great. no int bonus there but you could find a template

and deep imaskari get this ability

Once per day, a deep Imaskari can recall any 1st-level spell that she has already prepared and then cast. The spell is then prepared again, just as if it hadn't been cast.

also with this combo you would look AWSOME. . . from a visual perspective. . .

This costs a feat, though.

For a feat, you're a dragon now.

Which means you can get a Alter Self to get up to +7 Natural armor, and other movement options.

Of course, no changing to humanoids now.

I'm working on a high level wizard/sorcerer/ultimate magus villain for my PCS: I might go with that Draconic Deep Imaskari. Maybe add a half-fiend template. They are nearing level 18.

in which case totally go for it, this also opens up alot of draconic feats that may help you out, not to mention the horrifically evil option of throwing shadowdragon heritage into the mix. . .

plus you can take Keen Intellect (OA 3.5 -- dragon #318) as your first level only feat
In addition to letting you use Int instead of Wis for Will saves, the feat also let's you do the same for Heal, Spot, Sense Motive and Survival skill checks.

Primordial Phrenic Incarnate Contruct Warforged has -4 Str +6 Int +6 Cha.

well, the Magic Blooded template is rather nice for changing the favored class to sorcerer to enable flexiblity for ultimate magus builds, unless favored class is already wizard or sorcerer

and I think you skipped a step in stacking those templates on the incarnate warforged because Primordial can only be applied to giants

Might be a good idea to rethink the guy as a beguiler/wiz, Int synergy FTW!

If you are going for an Intelligence SAD Beguiler/Wizard... you could beef yourself for more HP by taking the Arctic template from Dragon 306 for (+2 Con & -2 cha) ...unless you plan on going undead.
