I'm looking at creating a coldthemed character as an NPC in an upcoming campaign, so any help on all of the things mentioned in the title would be most helpful as I'm pretty much drawing blanks.

If you can get a hold of the book, there is a supplement titled Frostburn that seems entirely up your alley.

Theres a variant of Sorcerer that specializes in a subtype.
The chosen subtype spells are one spell level lower while its opposite, in this case fire is two spell levels higher.

Also it might be worthwhile to chec this variant pyrokineticist (http://www.wizards.com/default.asp?x=dnd/psm/20040625e) specifically the cryo version and also +1 to frostburn (AKA It is cold outside)

Mechanics aside, what do you want this character to do?

[There are hundreds of ways of approaching a cold theme, you're going to have to narrow it down if you want useful advice.]

It'll be a potential enemy for the party. Probably a caster, looking into an ice themed sorceror, to give a memorable and unique challenge to them.

Warmage works fairly well for a blaster NPC. Take energy substitution cold, and you are pretty much set. Unless you want to invest a lot of effort that is.

Agreed on Frostburn. Adding the Draconic or Half Dragon templates (white or silver) gives an extra power boost, too.
