Can anyone tell me a point buy system for D&D 3.5

It's in the DMG.
Start all stats at 8. The cost to increase any stat by one point from its current value is equal to the bonus it currently gives you, with a minimum cost of 1. Standard point-buy value used for the "elite array" is 25.

All stats start at 8.
You get points to spend to improve your stats. (This depends on your DM)
At 8 to 14, each ability score increase costs 1 point. (Thus, going to 14 is 6 points)
At 15 and 16, it costs 2 points each
At 17 and 18, it costs 3 points each.
Thus, getting a 16 in a stat costs you 10 points, 18 costs you 16 points.

Most point buy calculators (example (http://yellowrex.com/tools/pbcalc.php)) deviate from the rules in that they allow starting scores (i.e., before racial adjustments) to drop below 8. As 2xMachina noted, that's not allowed. So treat them as a convenience, but refer to Dungeon Master's Guide page 169 for the actual rules.
