I'm looking for options for a race with an Int bonus, no Wis penalty, and no level adjustment. Please cite which book it comes from if possible.

Gray elf, SRD

Tinker Gnome, Krynn (http://www.spelljammer.org/chars/races/GnomeTinker.html) (contains a wis penalty but I like them so here they are)

Fire Elf (Unearthed Arcana): Dex +2, Con -2, Int +2, Cha -2. Like grey elf, but with more of a smoky/toasty flavor.

Lesser Tiefling (Player's Guide to Faerun): +2 Dex, +2 Int, -2 Cha. Humanoid with Extraplanar subtype.

Savage Progression Drow (WotC online article (http://www.wizards.com/default.asp?x=dnd/sp/20040213a)): +2 Dex, -2 Con, +2 Int. You can just skip/ignore the 2 racial class levels.

Arcane Gnomes from Dragon #291: -2 Str, +2 Con, +2 Int, -2 Wis ,UMD is always a class skill (*Bazinga!*), no speak with animals, favored class wizard.

Dragonwrought Kobold can get up to +3 Int based on the age category.

Deep Imaskari--humanoid in Underdark. Can reprep one level 1 spell already cast that day. Low-light vision too.

Deep Imaskari, Elf (Dark, Fire, Ghost, Gray, Umbragen) all have +2 Int

Well, if you don't mind 10 racial HD for a +10 bonus to INT and your GM is feeling frisky you could try a favored of the traveller god (http://www.giantitp.com/forums/showpost.php?p=6267620&postcount=8). I didn't list an LA for them but +0 could be argued to be quite reasonable.
With similar caviats, and if the game is high enough level that you can get a perminant item of flight to make up for the 0 speed (or you can cast Overland Flight or similiar), you might try a medium sized Lord of Rest (http://www.giantitp.com/forums/showpost.php?p=3505010&postcount=13)... 2 RHD, +2 INT, and some interesting RP opportunities since logically someone is going to end up sleeping on you when camp gets made... of course I could see many players being "quite illogical" about that.

The Primordial Giant template is -4 str and Dex, +4 Int and Cha. Now ya just gotta find a 0LA giant...

Might I ask your build? Classes that run off of Int (Wizard, Archivist, Artificer, Beguiler, Psychic Rogue, etc) can generally dump Wis to 10 or lower.
