Is there a way to do it? To get arrows that you fire and that then reappear in your hands/quiver?

Ed: A raptor arrow is a +1 weapon, or does it count as a +2 cos of returning? Also, would it cost the same amount to upgrade as a single arrow or a single weapon?

You could just play a class that creates arrows in his/her hands and projects them forward or uses a bow after that neat little trick.
Think it's called soulbow.

There is also a raptor arrow, which is a relic which does not get destroyed on impact and could return, though perhaps it needed to be further enchanted for that.

Raptor auto-restrings.

Returning drops it at your feet. Which is bad. Also has a 50% chance of being broken on hit.

Returning only drops if your hands are full. But yeah, Raptor Arrows might do it. Not cheap, but useful.

Quick-loading (A&EG) crossbow? Doesn't return them but it self loads from an extra dimensional space.

The main advantage of returning is you can buy, let's say, 10 +2 returning shruiken, for 3600 gp. You don't need to buy those full 50 ammunition, which is a big money saver. So any weaknesses in it are less significant.

Raptor Arrows are the best I've seen so far. Theoretically, you could buy a +1 Raptor Arrow and have it upgraded to a higher enhancement bonus, but how much would that cost?

Enchant as a +1 ammo I think.

So you can get a +9 eqv Raptor arrow I think

I've treated it as a +2 overall arrow, so it cost about 400 gp to turn it into a +3 "returning" arrow, which with relic power is a +5 arrow which does +2d6 damage and restrings itself.

You might need to do a little sidequest to get the arrow, relics arent all that common and prolly wont be for sale at your local spellmart.

Backstoried it. If the DM has a problem I'll scrap it, but I am playing a ranger-type character brought up among elves. Dedication to Ehlonna is understandable, and helping her priests enough that they'd share a relic is plausible.

Also, Bow of the Wintermoon as well?

Starting level 6. Bow of the Wintermoon's not as useful, as I don't have the HD to activate its relic powers, or worship Corellon.
