Isn't it strange that a PP based on dual-wielding could ever require a free hand? Sure, you can use a spiked gauntlet, but then you have to take Expertise twice. Would it be fair to treat a spiked gauntlet as a light blade?

Yes, I found it odd too. Simply don't use the power?

Shock Trooper isn't a great PP anyway, unless you're trying to do something specific with it, like Bugbear Shock Trooper Epic Defender with a pair of Huge Short Swords to have a 1d12 light blade in each hand.

It boosts your Off-hand weapons and grants +Dex to damage for the first hit with CA each round. If you dual wield short swords, you can use the daily power along with Quick Draw or a magic scabbard, etc. to put away the sword, grab & slash, then let go and use an action point to draw your weapon again and slaughter. It also works somewhat well with the Brawler style, as you might want a spiked gauntlet anyway so you can use both the encounter power and your other powers.

One other way is to play a bugbear hybrid Fighter/Barbarian with Spiked Chain Training and HT: Whirling Slayer, wielding a medium spiked chain.
