The problem with this class feature is that it forces you to use a sub-par weapon group, giving up many useful feats and your Rogue Weapon Talent class feature. I tried to split Ruthless Ruffian into two parts.
Ruthless Ruffian
This class feature replaces Rogue Tactics.
When you hit an adjacent enemy with a Rattling attack, you add your STR to damage.
You can use Disheartening Strike at the end of a charge.
Bludgeoning Talent
This class feature replaces Rogue Weapon Talent.
You gain proficiency with all simple maces, and can treat a mace as a light blade for Sneak Attack, powers and feats.
When wielding a mace, your weapon damage dice increase by one step.
All feats that require Ruthless Ruffian and mention maces now require this class feature instead.
