My friend is going to be joining my DnD group soon and he wants to play a spellcaster of some kind, the only other specific is that his character would only be able to function if he is high on something.

So my question to the masses is, does anyone know of 3.5 spellcasting classes that require the caster to be on something to function?

Book of Vile Deeds has stuff on addiction. Alternatively, he could be literally addicted to magic (http://www.dandwiki.com/wiki/Magic_Addiction_(3.5e_Flaw)).

Magic addiction showed up in Planescape as well, it was a drawback for casting spells on the astral plane. It was utterly crippling, however: you had to cast all your spells first thing in the morning, then spend the rest of the day trying to find more magic (i.e. wands, scrolls) to cast.

Just roleplay it, maybe?

Stoner Druids are particularly appropriate.
