HALO is located Under the Sea! However that doesn't mean you can't visit...
There are Shuttlepods providing arrivals and departures on a regular schedule.
There are no anti-teleport wards!
If you can't teleport yourself, there are Ring Transporters, which link (among other places) the Mall of Acronymia from Inside.

Important Note for Villains
Conflict is great! It's the heart of any story, and there isn't much to roleplay without it. However, as a player to player courtesy, please check in with the players who are active at any given time before launching an attack. Not everyone wants to roleplay combat scenes, and sometimes there are other things going on that players don't want to interrupt for a random fight. Either a PM/IM to players, a short post in thread to say (Mind if I introduce a villain here?) or a longer post in the OOC thread if it's a larger plot is appreciated.

A twelve year old version of Mina stumbles around, feeling veeeery cranky. Not having appeared in four months can do that to a person. She uncertianly stomped her way into the kitchen and began to cook herself some eggs.

Mina stabbed at the egg. "Now that's a tricky question. There are two of me that i know of in the current timeline. There would be only one of me if I stopped screwing around with time travel, but whos better to look after your kid than yourself?" She chomped down on the piece of egg. "I think I froze my personal appearance for a bit around twenty seven? Argh, I forget how old the proper me is." She stabbed another piece of egg and chomped it. "The point is, that technically there's only one me for every point of time in existance. I have the capability to screw around by bringing myself back or forward through time to help me out."

Time travel? Well we're at least 300 years away from being able to replicate that with technology. Knowing my life span and my relative tiny age I can only guess what I look like in the future.
