Is it possible to use a Wish/Miracle to change your race? If so, can you change it to something with a LA, and if so what happens to you?

Yes, they both can.

"Can duplicate any sorcerer/wizard spell of 8th-level or lower (http://www.d20srd.org/srd/spells/polymorphAnyObject.htm)"

"Duplicate any cleric spell of 8th level or lower (including spells to which you have access because of your domains (http://www.d20srd.org/srd/spellLists/clericDomains.htm#trickeryDomain))."

Question, when people gain this spell why do they not immediate all wish themselves into Some obscure subrace with huge LA and paragon template?

So a Sun Elf who wished himself into a Winged Elf Paragon gets the +5 for being in the same kingdom (animal), +2 for being in the same class (mammal), +2 for being the same size (medium), and +2 (non needed but meh) for being related (elven subrace to elven subrace)

So with one spell, he gets a flyspeed, +8 to all attributes, bonus to a bunch of skills, and a free language... and of course a +4 level adjustment which means he won't level up for a while... but of well.

Just because you can do something doesn't mean you should. If you want to get into an arms race with the DM he will win.

Permanent spells can be dispelled, Instantaneous cannot. (PAO is the former.)

This means that your new form can be suppressed in an AMF as well.

A) It can be dispelled just like any other non-instantaneous spell.
B) It is not a complete transformation. There are some categories of abilities that the spell does not grant, and it may remove some abilities that you'd rather keep.
C) Whether adding templates through Polymorph is legal by RAW is unclear, and in practice it is usually not allowed.
D) If you really want to truly change your race, getting ALL abilities and without circumventing LA, there are rules and guidelines for it in Savage Species. Using Wish or Miracle to do it is one of the options covered there.

Why not take the epic level handbook paragon template? xD

Miracle could but not wish and I'm pretty sure you'd have to use the extended version of miracle to perma change your race or give yourself the paragon template. Most wish could do is polymorph other object on you or do the spells that change you but have a duration.

If he changes his races like that then tell him he's gained an ECL higher than his current level and has to wait for his xp to catch up before he levels again. He's a bit ahead now, but there's not much you can do about that. Well, you could level drain him I guess.

Actually, Wish can do anything - mimicking PAO is just the only way to be sure your DM won't screw with you in the process.
