I'll have you know that I was about to suggest those very two.

Yuki Kajiura is known for series like Noir and .hack, and Yoko Kanno is probably best known for her work on Cowboy Bebop. I'll note, though, that many of their songs don't have lyrics, so if you're looking for "J-rock" or the like, those won't be it.

As far as openings and closings go..."Real Folk Blues" from Cowboy Bebop, Again (http://www.youtube.com/watch?v=MSlhSJP6TGM) from Fullmetal Alchemist: Brotherhood, and H.T. Yoko Kanno also did the soundtracks for Macross Plus and Macross Frontier. Both animes feature pop singers as major characters, and thus the music includes a fair amount of J-pop (more particularly in Frontier) along with the rest of her awesome instrumentals.

Yoko Kanno makes bad anime good (Genesis of Aquarion), and good anime awesome (Cowboy Bebop). And Yuki Kajiura is just crazy, in a good way.

The Pillows (FLCL) were mentioned already, Manzo is quirky and fun to listen to, too.

It's actually what got me into J-pop/techno-esque music in the first place. My personal favorite is Love Sensation. If that song does not get you going, nothing will.
