My friend is joining our dnd group and he wants to play a bard. Is there a way anyone knows of to do a bard similar to how Eddy Rigs is in the game Brutal Legend?

I'm talking face melting guitar solos, sonic booms, etc.

How lenient is your DM in regard to homebrewing?

Is reflavoring alright?
For example, would he let you take Perform (Electric guitar), or allow it to fall under (String)?

D&D isn't a great game for playing Brutal Legend. Blackout and Vespe Ratavo and I started on our own Brutal Legend-styled Rock D20 game, but it was stopped by other projects. Eddie Riggs is a badass, but duplicating him as a D&D bard is nearly impossible.

Take a look at Seeker of the Song (Complete Arcane) and Virtuoso (Complete Adventurer), both of those prestige classes might give you some ideas.

A kineticist psion/slayer might be a useful starting point. Just focus on describing your manifestations as rocking out on your axe, and chop things up when they get too close.

You may also want to look at the sonic variant of the pyrokineticist (http://www.wizards.com/default.asp?x=dnd/psm/20040625e), and see what you can do to work in some reflavoring.

you might want a barbarian dip.

Dragonfire Inspiration seems like it could add some, ahem, firepower to the mix, IIRC.

I know I'm always suggesting this, but in this case Lyric Thaumaturge would certainly help w/ the sonic aspect.
