Why wouldn't he? Assuming he gets his sword and armor back, his belt is presumably with them.

For some mysterious reason, when magic and valuable items are taken away from PCs the ones that take the items don't divide them up amongst themselves and start using them! Usually, in fact, they put them all together in an unguarded room sitting on a table or something.

I like that in Oblivion. Go pick the pitifully easy lock on the chest in the shadows with the guard that's not facing in that direction to get all your stuff back! It doesn't matter how much stuff you had before you got caught! :smalltongue:

Thog is NOT a minor character, he's a recurring/secondary.

To be fair, the penalty for violating the law in this city seems to be imprisonment for life, not loss of property. Presumably, your property is nice and safe in a room somewhere, waiting for you to come claim it. If you should die before coming to claim it, it might escheat to the State, in a regular and proper way.
