Do Martial Adepts get to trade out maneuvers at every other character level, or only at every other adept level?

By RAW, it's probably by class level (as with Sorcerer), though IIRC it's not entirely clear.

Personally, for balance and character customization reasons I prefer it (as a houserule) to allow it to happen on every even initiator level.

Depending on the tier of the party it may or may not be unbalancing to allow it at every even initiator level. If there are fairly optimized tier 1/2 classes in the party, you could probably get away with the every even initiator level thing no problem. If the martial adept is near the top tier of the group, doing this would be an incredible boon, and would allow them to combine powerful prestige classes with a significant benefit of staying in the martial class.
