If someone took the Extend Spell feat but later gained a level in cleric and wanted the Extend Spell feat to come instead from the Planning Domain... (or have the Planning Domain provide another similar feat instead)

would you allow them to choose another feat so long as....

the previous Extend Spell feat wasn't used as a prerequisite prior to gaining the level as cleric...

and they would qualify for the new feat at the point they first gained the Extend Spell feat?

well, without going through the time or expense for those... that is...

simply letting it happen upon gaining the domain

Retraining a feat doesn't take time or money; it can be done for free upon gaining a level as long as the new feat could have been taken at that time.

And to answer your question: Yes. Even if it somehow happened mid-level I'd allow it. I tend not to bother with the official retraining rules with their limited number of feats and skills retrained per level and just say "does it make sense."

Edit: Also shouldn't this be in the Roleplaying section not Homebrew?
