Is there a template/feat that allows the gain of a climb speed?

The Chameleon template from Underdark grants a climb speed equal to half your fastest non-flying speed.

Insectile from savage species does that I think. On top of some other neat stuff. Such as a few insectile arms. And seeing this is probably for that octo of yours it makes a great tree-spider-octo-thing. That walks on the insectile arms, grapples with the tentacles, sees all around detects the tiniest tremors in the earth/or tree so it can find the bugs, critters and tree-fish it eats.

Jungle Goblins (http://www.d20srd.org/srd/variant/races/environmentalRacialVariants.htm#jungleGoblins) have a climb speed. Ape Totem Barbarian (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#apeTotemClassFeatures) grants a climb speed at 1st level, and it increases at 5th.

Climb Like an Ape (feat in Complete Adventurer) gives +8 to climb speed and allows you to take 10 even under pressure on climb checks. You need to have Wildshape to take the feat though.

Shape Soulmeld: Phase Cloak (MoI) gives you all the advantages of a climb speed without an actual climb speed... I think your climb speed would still be 1/4th of your base speed.

Planar Touchstone linked to Widow's Walk (Planar Handbook) gives you a +10' to your climb speed, but if you don't already have a climb speed, I'm not sure if that gives you zero + 10', or (base speed)/4 + 10'.

Martial Study + Martial Stance: Dance of the Spider can give you a continuous spiderclimb effect (20' climb speed), but requires an IL 5 (ECL 10 for non-Martial Adepts). *Really* useful if you're a Swordsage, though.

Spider Boon armor enhancement (DotU, +9000 GP) has a nice flat cost, and gives you a climb speed equal to your base speed 3/day for up to 8 rounds. Mother's Corset (same book, 7200 GP) can give you up to 20 minutes (i.e. 200 rounds) of climb 30' (split up however you like).

Brachiate (I believe out of CAd, but maybe from RotW) allows you to swing through the trees like a monkey. Amusing, but not necessarily functional in all cases. Cool for cityscape campaigns if you can argue that it allows you to use ledges and such.

One other thing that I am sure you have looked at is the magic item, Slippers of Spider Climbing. (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#slippersofSpiderClimbing) Its only 10 minutes per day total, but its the quick and easy answer to a lot of climbing conundrums.

It's not a feat or template, but the Dungeon Specialist Scout ACF from PH2 grants a climb speed.

Now they just need to make web sling grafts for the wrists, using ranged attack rolls. Spiderman!
