I found this a little hard to believe, Ian Starshine was arrested a long time ago, why would put him in the arena right at this moment and not before ?

The government that arrested Ian has long since been overthrown. Whoever took over may not be so interested in ransoming prisoners of the previous regime.

But still, Ian making it to the arena is only plausible if the Empress of Blood overthrew Lord Tyrinar, or if the person that did overthrow Lord Tyrinar released Ian and Ian was subsequently arrested in the Empire of Blood.
