Zsox Madclub ducked furtively out of the tavern. Night had already fallen, and the rain was falling in a thick, cold shower, making a light mist as it spattered on the cobblestones. Zsox kept his head down, his orcish features obscured in a deep hood as he hurried along the back streets and alleys of the small gated city. He would have to leave tonight, he'd been in one place for too long, any day now they would come for him, and then...
His blood ran cold in an instant as he looked up. He was not the only one in this deserted street. Panic rose in his mind, blocking all rational thought. The lovely half-elf woman let the cloak fall from her shoulders, black leather armor that glittered wickedly with spikes clinging to her body. The rain didn't seem to bother her as she slowly approached, the stalking gait of a cat that knows it's prey cannot escape. From one of her hands dangled a pair of manacles, and her eyes spoke of naked hunger, a desire to bind and control.
-Black Dog Caratra, bounty hunter.

Why did I write this? I'm going to hell.

The Capture Queen is basically a bounty-hunter who tracks down criminals, beats them savagely, and then ties them up and drags them back to the law. Describing the Justiciar (Particularly the Hogtie special ability) got some immature snickers from friends, so I just kind of ran with it.

Theoretically, by level 5, you'll have your mount (animal companion) to help you drag prisoners back, the ability to track your quarry, and a spiked set of studded leather, along with a Merciful 2 handed weapon (Lucky) or a sap (less lucky). Errata seems to imply that spiked armor counts as a light weapon while not taking up a hand, so you can swing and power attack with your 2 handed weapon, then use the free 2 weapon fighting style to attack someone with your spiked bondage suit.

By level 10, you've taken your first 3 justiciar levels and don't need to worry about accidentally killing your marks anymore (Well, not as much, anyway) due to "Bring 'Em Back Alive". Improved Grapple should encourage you to make use of your strength score and put your strength score and armor spikes to use, Woodland stride helps you catch enemies hiding in the wilderness, Stay Still helps prevent them from fleeing. Weapon Proficiency in Manacles is kind of dubious, especially since you probably have a weapon that's better than a flail now, but it comes together later.

To level 15, the manacles come into play heavily. Weapon Focus and Hog Tie mean that grappling should have you largely at the advantage now, considering you have armor spikes, improved grappling, and now your main-hand weapon can be used to inflict tiesy-upsy status on anyone you manage to pin. With all the dots sunk into Use Rope, you should be able to snag pretty much anyone with something they won't be able to escape. You get three levels of Exotic Weapon Master to use with the Manacles, increased damage for wielding them two-handed (Which you are), and the ability to trip with them and use them to sunder much more efficiently, so you can break the toys of anyone who's annoying you before capturing them.

To level 20, you're wrapping up Justiciar. Improved Trip lets you put the tripping ability of your manacles to good use, and Improved Hog Tie means you can go straight for the use rope roll without bothering with silly things like pinning. More street savvy helps you find your target, no matter where he's hiding.

I'm fairly sure this can be improved, and I'm not good enough with items to know what would be useful for someone trying this build. I'm also not sure I added the Saves up correctly. Questions, Comments, Criticism all appreciated.
