Spellscales (Races of the Dragon) are Medium, but otherwise fit the bill, and they're Humanoid, so you can hire a Reduce Person and Permanency to make them Small.

Any critter can use the aging tables, be Old, and have +2 Int, Wis, Cha, at the cost of -3 Str, Dex, and Con.

Well, if you're willing to spend a feat on it, a Venerable Dragonwrought Kobold has a +3 to all mental stats.

But is only for the lactose tolerant. A Dragonwrought Desert Earth Kobold would have:
-4 -2 Strength
+2 Dexterity
-2 Constitution
+3 Intelligence
+1 Wisdom
+3 Charisma

+3 CharismaWhere's the -2 con coming from? Half the reason desert kobold is taken is for the lack of con penalty.

Master Player Race List (http://community.wizards.com/go/thread/view/75882/19546874/Master_Player_Race_List_Version_20) has all or almost all of the LA +0 races in 3.5.

Lesser Aasimar, Spellscale, and Dragonwrought Kobold are probably the only ones (without aging penalties or Incarnate Construct). Dragonborn to taste.

If Dragon's allowed, there's more options, most notable of which is the Magic-Blooded template in DR306, which adds +2 Cha and -2 Wis to any race you want for LA +0. The Unseelie Fey template (Dragon Compendium) is another LA +0 template with +2 Cha (and a bunch of other really good stuff as well).

Nice, but unfortunately not allowed/within budget.

gruuwar, dragon magazine, -2 Str, -2 Wis, +2 Dex, +2 Cha, fey, claws, small. Do you need anything more?
