A vampire must recoil from a strongly presented holy symbol. What happens when that Vampire is an evil cleric and attempts to cast a spell. Isn't the holy symbol strongly presented as part of the casting? Does it recoil from itself?

No, because it's of the [evil] subtype... plus, most vampires have turn/rebuke resistance.

No free turn undead for you.
No, simply casting a spell won't make an undead recoil, unless it' stated in the spell. Vampire clerics usually are evil, so they can rebuke/control/booster undead with their "turning".
Of course, casting a Day Light spell is downright stupid for a vampire cleric...

hmm it seems my meaning was confusing.

A vampire recoils from a holy symbol becuase it is a vampire. It has nothing to do with the spell

A clerics spell uses a holy symbol as a casting implement and presumably it is held and presented "strongly"as part of the casting

So if the Vampire trys to cast does he recoil from his own symbol?

Or less specific if a vampire presents a holy symbol strongly does he force himself to recoil?

No, no, the whole point is that you've already specified he's an evil cleric, therefore he's generally going to have an unholy symbol. Which has no effect on his own kind.

Yeah, holy != unholy. Vampire Cleric is safe... for now.
