What if I made an item that would give a constant Dweomer of Transference (http://www.d20srd.org/srd/psionic/spells/dweomerOfTransference.htm)effect. Would that make me absorb any and all spells cast at me? As in: immune to all spells?

This line could be stretched against your assertion.

Aye, it looks like it would protect against spells cast by the same source as the Dweomer. So unless the item is your mortal foe, I don't think this would afford much protection. Not to mention you yourself would have to be psychic to even be a valid target of the effect.

It protects against spells that are Targeted at you, and provides a special option for spells to be Targeted at you if they can't normally be for the purpose of casting them into the Dweomer (the caster doing so must specifically choose to do so! Your enemies, generally speaking, will not choose this option.) So you would gain protection against things like Hold Person, but could still get hit with bursts, spreads, rays, and other Area and Effect spells.
