A New age dawns and the coming of the UFM is met by the scurrying of diplomats.

Government - Internal OOC: This is for NPC governments who i don't know about yet.

Diplomats are sent to the nations and islands all in close proximity to the UFM, bringing messages of peace, trade, and the common good. A simple message, but one that the UFM is wholeheartedly dedicated too.


Diplomatic message to Soviet Directorate

Greetings wise leader,

The United Federation of Merchants bids you well. Our message is one of alliance and co-operation. We seek to defend ourselves and our interests and we see that you are skilled and talented warriors. It is our wish to enter into an arms agreement with you, so that you might produce for us sophisticated weapons to outfit our small but noble fighting force.

In exchange the UFM will provide financial compensation, in addition to our support in matters of international discussion.

Please consider our humble request, and reply at your soonest convenience.


Diplomatic message to South Asian Co-Prosperity League

Greetings wise leader,

The United Federation of Merchants bids you well. Our message is one of alliance and co-operation. We see that we share many common interests and believe we can expand on these common ideas in the form of an alliance. With our space technology and understanding of satellites the UFM would like to construct a missile defense shield to protect our lands from hostile attacks. We see however, that none are more skilled than yourselves at combating such a threat. As such we wish to offer a military alliance.

In exchange for the providing of your missile defense technology, we understand the need for protecting your secrets and will allow you to dictate how this will be done, we will construct satilites to house the systems and launch them into space.

The system will then protect both our glorious nations from missile attacks by destroying any mid to long range missile fired without the agreement of our two nations.

I understand that this is a large commitment from one young nation to another, but these are dangerous times, and the UFM feels strongly that our future will be far more secure if we act in concert.

Throughout the streets of Saint Petersburg, the fires of industry were in full bloom. The words of the "United Federation of Merchants" had set the Directorate alight with work. Massive factories were suddenly re-purposed as the industrial capacity of the growing military nation. Massive convoys of Ural-4320 transport trucks were constantly rolling into the national centers from warehouses scattered amongst the wastelands of the great Directorate. Member nations of the Directorate had finally mustered from their slumber as the full power of mining, agriculture, and production were put into effect.

Even now, factories consumed the needy and unemployed like the trucks of raw materials that rolled in even now. Massive twenty-pound slabs of steel were wheeled in on forklifts and trolleys from the backs of trucks. A massive game of Tetris was played with the hundreds of trailers being queued up in storehouses across the massive port city, with fuel being brought in by the hectaliter to power the engines of industry. Nuclear power reactors thrummed with new life as the latest generation of Directorate scientists wielded the power of the atom with almost impunity, uranium- brought forth in armored convoys stretching miles long- fueling a new era of growth and prosperity.

On the street corners, government-funded philosophers matched wits with holy men. Atheist beliefs, so strongly controlled and subtly guided by government control, were spread to the masses in a manner befitting only men of pure Eurasian stock! Men with hard and worn faces shouted the futility of faith in anything else but the power of oneself, the prophets of other religions- seeking to convert- being mocked for encouraging weakness amongst good Soviet men and women. Though no military hand was played, it was a sure sign of favor that only those preaching in the theology of nothing were able to secure the most favorable positions to speak from, or that it was Directorate LEOs that patrolled most frequently around these centers of "enlightened education".

All of this was quite evident to the man looking over the city from street level. To truly know your people, you had to walk amongst them, in their shoes. It was for this reason that Vladimir Petr now roamed the streets, having eluded his handlers amidst one of several factories he had toured that day. Seeing such young men standing at attention as they operated machine presses, looking to the millions of rounds being cast and processed for some future conflict! It was an eye-opening sight to behold, especially considering the fact that the machinery being used was the latest of its generation. Computers had served to help with a lot of the refinement aspects, but the manual labor itself? No machine could replace the sweat and burn of men charging in between the flames of a blast furnace, replacing decaying brickwork by hand as heat melted the soles of specially-reinforced boots! No machine could replicate the patriotism of good, Soviet men as these! He could see it in the faces of the men sitting in the open-topped trucks, their freshly minted helmets catching his eye in addition to the FN-FALs they sported. The weapons the Directorate produced were quite varied- the only thing limiting their capability to churn out arms being the arms technology of the era.

War brought forth innovation- and innovation brought prosperity. It was a policy that Vladimir followed quite closely, but considering the fact that there were no current wars to be had, that left the Directorate with only one solution: The strengthening of its own borders, to create a land that could not be sullied by Luftwaffe bombing runs, fields that could no longer be scorched by heavy firebombing campaigns! Enough guns that nothing, nothing, could reach their lands...unless the Directorate willed it.

Radio reply to the most gracious United Federation of Merchants:
Comrade Vladimir Petr, Chief Director of the most glorious People's Directorate, has tentatively accepted your offer of armament- on the condition that a refined list of requested arms and munitions be delivered unto the factories of the great Directorate, so that more precise works may be wrought from them!

In addition, should you be so dearly in need, the great people of the Soviet Directorate shall gladly provide the aid of our mercenaries should you be able and willing to pay for them!

Ferrell Fabrication Dynamics: They are being given 20 units of steel to jump-start production of consumer goods in bulk with new factories, with the intention of ensuring that every Soviet citizen has a home full of luxurious appliances and other such what-nots!

Hinton Frontier: 30 units of steel will perhaps help the market boom, da? With a considerable government bonus to get the economic race off at a rocket pace, it is the hope of the Directorate that they will see many new automobiles rolling into the international marketplace and homes everywhere!

Sherman Instrument's Biological Entertainment: Let them do as they wish for now, though the Directorate will hint that any military-applicable developments may be rewarded handsomely.

the League prides itself supplying its own armies with weaponry. However, we are intrested in aquiring cheap medium armour, light IFVS and self propelled artillry for the equipping of our secondry formations. we are currently estimating our needs, and willl communicate them to you when we have made our decision. we do not seek cutting edge equipment, rather cheaper, eaiser to mass produce items suitable for equipped an manuver warfare army on the order of 5 to 6 million men.

Primary industrial objective is the replacment of our conventional railway network with Maglex systems, using our advanced superconductor systems. first we will build a 'backbone' network linking major population and industrial centres, before expanding the network to completly replace our conventional rail network.

at the same time, NORINCO will be tasked with intergating the superconducters into a practical, tank mountable railgun. once they have achieved that, they will be tasked with expanding the system for use on naval ships, and with shrinking it as a replacement for aircraft cannons.

Along the borders, Soviet men- men of strong arms and even stronger backs- began to labor. Concertina wire was unrolled as the redeployed ground forces fortified their borders. Bags of cement were carried off the backs of trucks that operated day and night. Entire regiments had redeployed over the space of a few weeks, massive aerial transports hauling kilotons of materials to the men stationed towards the front. Crate after crate of ammunition was offloaded from the massive aircraft on crude dirt airstrips, Mi-26 helicopters soaring through the air with everything from IFVs to massive artillery pieces in the clutches of their massive winches.

Regular soldiers dug foxholes and trench lines as the more specialized men, sappers and siege architects, began to lay down the groundwork for future camouflaged minefields and bunkers. Along the Romanian-Bulgarian borderline, Brigadier General Sergy Day'ya smiled openly. Situated from atop one of the watch towers recently erected near the defensive line, the massive river dividing the two nations now ringed with scattered watchtowers to overlook the Romanian workers constructing the trenches. Anti-tank obstacles had been built around crossings, with the roads between countries turned into fortified checkpoints. The whole area looked reminiscent of a massive demilitarized zone, which- technically- it was. The Directorate was taking no risks with its border security, and even now he watched as a squadron of MiG-31 aerospace fighters soared through the air overhead. Clutching hold of his cap, he could not help but smile as the subsonic blast of air buffeted the defenses. This was Soviet engineering at its finest, and the true work on the defenses had not yet even begun!

"The chemical drill was a success, commandante." She declared in a monotone voice, "Of the entire company, only twenty failed to properly respond in time to a mustard gas attack in their barracks. I have since remanded those twenty to hard labor duty for the next week."

"A lenient punishment, wouldn't you say?" The Brigadier inquired, as the Commissar shook her head when the chemical seal was finally broken.

"We are not at war as it stands- a week of shoveling and backbreaking labor should be enough to drill the importance of staying alert into their heads. If we are to actually enter war again? Then, then I shall enact the full might of my powers." She stated bluntly, "But until that time, there is no need to crucify men that can aid us."

We would be proud to assist in your lofty goals in both space exploration and of course the use of our mobile infrastructure for trade.

The life support, food production, and fabrication technologies needed for prolonged work in the ocean could very well assist in the exploration of space and visa-versa. A mutual sharing of our technologies in these areas would doubtless benefit both our nations in their chosen paths of expansion. With the United Federation of Merchants paving the way for mankinds future in the stars and the Mobile Nation of Japan helping mankind utilize the 75% of our planets surface that is underwater.

With our cooperation, mankind will surely survive the century and prosper in the millennium to come.

As for a military co-operation, we also look forward to it. Ocean colonization is quite different from expansion across the land and it lends itself to piracy. We will need to expand our navy as well to protect our additional seaborn cities and an alliance between our two nations navies would help ease the strain and expenses.

In light of our work of expanding out into the Ocean, our effective national boarders are increasing at a great rate. This would naturally stretch our naval defenses rather thin. Coupled with the need to cycle out our old equipment and replace them, it puts some demands on our military.

Our current plan is to raise funding to our military to replace any outdated ships or equipment and keep our military competitive with the rest of the world. Any old military ships that are deemed unsuitable for defense purposes may be reused for civilian purposes... primarily industrial or for trade. Naturally such reused ships will have all weapons systems removed before going on the open market and they will only be sold to Japanese buyers to ensure they won't wind up in the hands of the pirates we are fighting.

Vladimir Petr, Chairman of the Directorate, could not help but laugh. Here he was, having finally returned to his workplace after a pleasant stroll through the industrial districts of Saint Petersburg, and he had come upon this? It was a pleasant surprise indeed, to find two well-written missives! Truly, truly he had found himself lucky to receive such a quick response to his original messages. But it only expanded his smile when he stepped around his desk to actually read them. Discarding the worn gloves he had purchased off a dock worker for another day's fun, he had walked in to read the two messages from the comfort of his high-backed chair. The office he usually worked in was not like the offices of other government leaders: It was neither a personal palace nor an airy, high-brow place. It consisted mostly of a large desk with plenty of elbow room, a leather chair made for an even split between leather and fabric, a personal computer with a wireless keyboard and mouse for ease-of-use, a television, and a fireplace near a bookshelf. The floor was made of carpet, and it was fairly evident that the entire room was designed to feel more like a den in some woodland household than a world leader's private decision-making room.

Of course, the approach to that den was fitting for such a world leader. He was by no means a slouch in his personal security when he was actually doing business- there were enough men with guns here to keep everything but a very dedicated and talented strike force from getting at him. Even then, they had better be packing something a bit stronger than the usual...

Speaking of which, he gave a stray eye to the massive genetically enhanced purebred sprawled out before the crackling fireplace. A Saint Bernard, genetically enhanced with the ferocity of a very large bear, let out a long sigh as she nuzzled against the carpet. Such a massive and powerful dog had proven a good way to intimidate personal guests of the Chairman, considering that more than a few of those on the Board of Directors were quite terrified of such a massive and loyal dog. One of them had even tried to have her poisoned.

He did not survive.

But thinking as he did, he withdrew a pen from his desk, scrawling out a quick missive. They'd process it as they always did, adding words here, taking them out, but the message would still get through- he always made sure it did.

Since the end of the Cold War, 20 years ago, the threat armargeddon has seemed to recede. However, with the recent porliforation of Nucular, chemical and biological weaponry, the threat of a smaller scale use of Weapons of Mass Destruction has increased signifcantly.

Vladimir Petr leaned forward, staring at the video clip playing with a stern face. It was of poor quality, taken with a camcorder from the scene of what was now being referred to amongst the Directors as "The Incident". Tapping a key on the remote control, he stared as the clip rolled from the beginning of the Incident, skipping past a relatively unimportant van ride. The family in question seemed to be a standard nuclear family: Father, mother, and two children.

The son of the camera's holder, identified as Mister Leonid, was apparently heading off to join up with the military. A number of families were present at the aerospace airfield, the whole place lit up in lights as hundreds of people went to bid their sons and daughters once last goodbye as they left for their service. Some were returning soldiers on yet another tour of duty, others just young men doing their mandatory term of service in the Soviet armed forces. Either way, it was a festive mood, Misses Leonid in tears as she and her six-year-old daughter bid the young man goodbye.

It was a scene replayed several times as the young men, dressed in ceremonial red sashes, prepared to board the waiting transport. It was here where the Incident began.

As the band began to finish the triumphant march, and the soldiers said their last goodbyes before boarding, there was a loud cough. Then another.

To the Chairman of the Directorate, those sounds were instantly recognized, but to the people in the crowd, only a few people glanced at whoever was rude enough to interrupt such a tender moment. The first sign that something was wrong was a shrill shriek, followed by the roar of automatic fire. Cries for mercy and help fell on deaf ears as the camera shakily caught the carnage going on along the ground floor.

Six men, clad in ballistic weave jumpsuits with thick kevlar pads, marched in. Each one wore a blancava to conceal his features, but the words they spoke, as well as the guns they bore, were unmistakable. Entering from the front entrance of the airport, the revolving doors

"Death to the Directorate!" One shouted, as he fired a burst from his Howa Type 89. Against unarmed men, women, and children in the open? It was the scythe of Death. A ragged stream of bullets ripped through the neck of a pregnant mother, performing a lead-based beheading. An older man threw himself over his grandson, the four year old's eyes wide as a sustained burst caused his heart to explode like a balloon. Eighty people were caught in a six-man crossfire of Japanese assault rifles and even a light machine gun. Rather than retreat after butchering so many, the killers progressed on, splitting off into three groups of two.

Every adult in that room had served a tour of duty, but even military training couldn't save them- unarmed and unarmored, caught in open ground, they were like sheep to the slaughter. A teenage couple attempted to scale up the escalators as the first alarms began to sound, but a quick shotgun blast caused the innards of the woman to spray over her lover, the man holding the camcorder retching as he attempted to turn and leave.

Another burst of gunfire was followed by a gurgling sound, Vladimir's face unflinching as he saw the camera skitter across the floor, its lens cracking as the digital tape got a bit blurry.

The video ended there, the room dead silent beyond the crackle of the fireplace as Vladimir picked up his pen. Drawing a pre-stamped sheet of paper, he wrote a very short message. It was more than curt, but less than terse, and it did the job quite well. Quite well indeed.

With the release of the film dating the terrorist attack of the Mobile Nation of Japan, the Directorate also releases a number of similar videos of several similar attacks, thwarted by either Soviet armed forces or quick response units. Bank statements indicating foreign transfer of funds, as well as immigration papers of the terrorists in question, will be provided to the public eye.

As well as the public execution of several recently captured suspects in similar terrorist acts, with the added emphasis of ensuring that the men behind these activities- the leaders of the Mobile Nation of Japan- pay for their crimes against the Directorate's innocent civilians.

In addition to this, with the borders still being fortified by a basic garrison of troops, focus is shifted towards delivering retribution towards the leaders of the Mobile Nation of Japan. Emphasis is put on the fact that the civilian population will be given a chance to flee: Provided they leave within a week of being informed via a leaflet bombing campaign for non-hostile territory and willingly submit to the presence of Soviet troops, they will be unharmed. Those who submit willingly will benefit from being incorporated into Soviet citizens, with the free health care, education, and public transportation that entails!

Those who resist, or actively seek to attack, Soviet troops will be dealt with swiftly and effectively. This is not intended to be a massacre: It is an occupation for their own good, until a proper government can be established and terrorist elements dealt with.

Hay, I need you to clean up your posts a bit. Mostly because I have pretty much no idea where your sending your men. Remember this game is using real-world geography, but no one ever said the locations had to be named the same. Even assuming they are, im not entirely sure within which nation's borders your acting. And obviously mobilizing troops outside your own borders is bad.

Anyways that's my major concern. So try to clean your posts up a bit so I can get through my job faster and easier. Thanks.

Forward bases have been established in the Somalian peninsula and the balkans, the Greek goverments are being pressured to enter an assosiation with the UMSR.
al-Kwarizmi labs and The People's Guns have finished working on a new Rail Cannon, it is to be equipped on all major hoverships and fortifications (2 turns).
The Defensive Perimeter is almost finished all across the pakistani border, only a few more tribes need to be...integrated to finish entirely (1 turn)

The first Grand Fleet of the Directorate had been long in the making. A full two years of nothing but making ships and weapons. A good number of guns had been exported to the United Federation of Merchants and the Muslims, but an even larger portion had been kept in the Soviet arms factories. With the terrorist attack, meant to cow the Soviets into paying the Japanese bribe money, all of those guns had finally been put to good use.

Stukov, Vice Admiral of the Second Armada, had been appointed to lead the assault fleet to Kappa Lagan. There were four Armadas in the Grand Fleet- each one assigned to a different city. They were to provide escort and cover support for the Marine Intercontinental Expeditionary Units. Each MIEU consisted of a number of individual task forces, ranging from prototype heavy artillery guns with smart shells to fast-attack skimmers armed with large-bore machine guns and automatic grenade launchers. Troop transports formed the core of this force, massive landing craft with steel hulls and smoke-belching engines.

However, the transports- though powerful they were- did not serve as the flagships of the fleet. Even with their complex radar systems, sonar buoys, and the bristling guns that made them able to fend off pirate ships, the vessels hardly had the raw power to be deservedly called the flagships of the fleet. No, that distinct honor belonged to one of only four of its kind in the entire armada. It was the DNS Moskau, a superheavy aircraft carrier designed for the sole purpose of keeping the fleet's aerospace fighters and bombers operational. Not to mention the regular aircraft, like the helicopters and VTOLs! It was a hub of activity, even as they sailed across the salty waters. From the engine crews working to maintain her cold fission reactor, to the deck crews loading the magnetized launch catapults. Pilots scurried to waiting aircraft as sorties began to launch. Equipped with six such magnetic catapults, the aircraft carrier could launch an entire flight in the air in under a minute. An entire squadron could be made combat-capable in under five minutes provided the ship was at full stations. Double that if they were not on alert.

The bridge itself was an impressive display of a flagship's command and control capabilities. A series of radio dishes, cellular antennae, and wireless transponders and receivers had been set in a network of wiring along the fortified bridge. Inside, however, the myriad of electronics had been simplified down to a number of much more simple banks. In the darkness of the night, a number of dim red operational lights had been turned on to prevent long-distance ranging shots from any Japanese prowler ships. Designed with efficiency in mind, the crew operated from four central pits, each one devoted to a certain aspect of the fleet's operation: Coordination, Fire Control, Sensors, and Communications. With ten people working at the high-speed computers within each bank, the massive aircraft carrier- once an "Admiral Kuznetsov" model- had been refurbished into a true symbol of Soviet might and cooperation.

"Vice Admiral Stukov?" An ensign from the communication platform spoke up, Stukov's eyes darting to the young man's face. Clad in a standard-issue naval suit, the young man wore a bulky headset complete with a microphone. He would not have looked out-of-place as the pit crew chief of a race car driver. "The forward cutters report sightings of a small group of pirate ships in our path. Major Dmitriev is requesting permission to have his men deploy and commander the ships."

Stukov stared at the distant waters, before looking down at the large table set up. One meter by two, the large table had a pictographic representation of the fleet. He had dearly wished for a satellite overview of the operation, but Soviet engineering had not quite...progressed that far.

"Spetsnaz, deploying to deal with mere pirates?" The admiral scoffed, waving a dismissive hand to the young man. "Order the Major to pull his cutters back and tag the ships in question on infrared. Have Hammer squadron deal with the targets from there. Let us see how well pirates can deal with autocannons and guided bombs!"

"And the prisoners, Admiral?" The young man inquired, as orders began to filter though the bridge. Outside, over a score of pinpricks in the sky went dark, their signal lights being disabled for silent running. The only light visible from them was the wake of their high-powered engines, which cut a streak across the water in their wake. The sonic backwash simply made the bullet resistant windows vibrate a bit.

"Execute them."

Diplomatic message to The Union of Muslim Socialist Republics
The ambassador of the Soviet Directorate had not taken the blunt message of the Muslim people very kindly. Having been an atheist man at heart, it had already unsettled him to deal with these filthy ragheads and their strange ways. He had half expected them to sacrifice a cow at the foot of his bed to appease some strange, evil spirits.

But after he had calmed his initial nerves from being accused of using the terrorist attack as some sort of cover, he had calmed his nerves. Taking with him a disc containing the videos of the various attacks foiled, as well as the successful one at the airport, he had made sure for a speedy escort to the Ayatollah Council's local representatives. After a very thorough search of himself and his personal guards, he had eventually made his point to the men.

Letting the videos of unexploded bombs, the gun camera videos of Spetsnaz soldiers gunning down terrorist hostage-takers, and the tape from the airport all roll before him, the ambassador had taken on a very cool tone of voice, speaking to the men in a much more refined manner than they had spoken with him and- by extension- the Soviet Directorate.

"The only ambition we have in the oriental lands is to ensure the orchestrating figures of these terrorist attacks are removed from power, and proper rule restored to the people of the Mobile Nation of Japan. We do not wish for any ill will between our nations, and whilst we do not doubt your intentions for the nations you are conquering are benign, do take what is going on now as an example. The Directorate will not be trifled with, and its member nations are no longer pacifists. We do hope, however, to have your continuing business in the future- as well as additional pleasant diplomatic ties. May death come to the enemies of your god Allah!"

And with that, the diplomat left, his share said and done. If the Muslims wished to be idiots and attempt to wage war on the Directorate, which was only taking care of its own problems, it would not benefit them in any way- they would be much better served looking to their own interests, rather than looking to try and take a chunk out of the Directorate.

Chairman visit to the United Federation of Merchants
Vladimir Petr had come to visit the people of the Federation, in Central City, Panama. The man had arrived via private aerospace jet, with only a small security detail of less than a score of men. The best men in the whole of the Directorate, yes, but only that handful. His arrival had been somewhat iconic of his way of approaching diplomacy: A fruity drink with an umbrella in it in his right, and a briefcase in his left. Dressed in a simple white shirt and contrasting black pants, the man had walked down the stairs to a stream of cameras and photographs. From the back of the jet, the reinforced limo had been wheeled out, as well as the two duplicates.

A bit of a juggling game had went on after the man had boarded, doubles pre-positioned at the limousines working in conjunction with the security personnel to ensure the Chairman's safe visit to the Federation's political heart.

Once there, the well-toned Russian had made his point very short and clear. Taking the podium, having since changed into a much more fine suit, his demeanor had become much more serious. The drink was gone, replaced- instead- with the contract assuring the United Federation's political support of the war against Japan. The suit case was hefted at this point, with a heavy rattling sound. Its contents had been identified as harmless by MAD detectors, though few would expect the leader of the Directorate to bring anything like a bomb to a meeting like this.

"Gentlemen of the Federation, you wish to see a 'reason' for our war. You wish to see why our men now sail into Japanese waters, why they bring with them guns and weapons of war. Weapons of war you are buying, even now, from us."

It was at this point that he upended the briefcase, and there was a long ringing sound of clattering brass. Shell casings fell like a waterfall from the container, scratching the hardwood surface of the desk he stood behind. Over a hundred empty bullet casings, some deformed and other still whole, sprayed across the desk. Shaking the briefcase as it continued to empty, the bullets scattered in a wide pattern, a good number of them falling to the carpeted floor of the meeting room.

"There are exactly one hundred and forty-seven casings here." Vladimir declared, looking the Merchant representative in the eye, "Each one represents a life lost to the terrorist attacks of the Japanese. Their intent has become clear- to cow the Directorate into paying them blood money, in exchange for ceasing and desisting in terrorist attacks against our people. Their opening conflict was not one of territory: It was one of far worse."

Lifting one of the spent casings up, he continued, "These casings are of the exact same size, make, and model as the rounds used by the insurgents. Each casing represents not only a life lost, but a family devastated. I have spoken with the families of each victim of these attacks, from the bank holdups to the sheer, visceral slaughter of innocents. I have seen the friends and families of one hundred and forty-seven people shed tears and express sorrow at what has transpired. If you wish to see the reason for this war on corruption, then I will gladly have those people brought here, to these chambers, and tell you in person why we are doing this. This is more than money, or land, or personal interests- this is in the name of ensuring that lives cannot be equated to money."

Vladimir set the briefcase down as his men gathered up the spent casings, putting them back inside in ordered rows.

"And I am willing to repeat that again, and again, giving any who doubt the righteousness of the Soviet Directorate the exact same message. If you are worried for the safety of the Japanese citizens, do not- we will only harm them if they resist. This is not revenge: This is the elimination of those responsible for the attacks on our people."

And with that, Vladimir awaited a response.

The attack will be launched as planned, regardless of approval or not. Any who deride the Soviet cause will be given the same message: This is not vengeance, but the elimination of those sick monsters that would dare wage a terrorist attack on Soviet citizens!

In addition, the Directorate agrees to the United Federation of Merchants' proposed contract.

The Directorate adds that it will sign the WMD treaty.

UFM response to the delegate from the Soviet Directorate.

A round of warm appluse met the chairmans passionate speech. But the questions lingered. A chairman of the UFM rose to the floor to question the speech.

"Honorable minster, There is not a man nor woman here would refuse you justice in response to these attacks. But war is not justice. It is war.

You have made a very compelling arugement and one, that at heart, we agree with. Yes, you should have justice, Yes you should be safe, Yes you have the right to protect your citizens. But! And this is a very important but. You must ensure that you find the right people responsible for these attacks. You have provided NO proof that the Japanese government is behind these attacks. You say that the attackers were using Japanese weapons, well as you yourself admit, we buy your weapons. Is it hard to imagine that some one might be buying Japanese weapons, or perhaps copying them? I do not believe so.

We fully support any attempt to bring the criminals who supported such actions to justice. But we must be CERTAIN they are criminals. For if we are mistaken, then are we not terrorists ourselves?"

The Chairman sits admit a roar of applause his argument appealing to the critical thinking so heavily embedded in UFM culture.
