No, but here is a quick way of making one. Take the Magewright in Eberron Campaign setting, and convert it to using powers and power points.

What do you actually want? Ready-made psionic NPCs? Do you have any requirements as to type? And what do you want them for - 3.5, 4e, something else?

In 3.5 Edition, psionic classes may be found in the Expanded Psionics handbook and in Complete Psionic. The classes from the XPH are also described in the SRD. (http://www.d20srd.org/indexes/psionicRacesClassesSkillsSpells.htm) Complete Psionic details an NPC of each of its prestige classes. And all of the psionic monsters in the XPH are technically psionic NPCs, too, I guess...

He might be asking if we have ever seen an implemented npc that is also psionic, as if he was barely capable of believing they exist.

If you are asking about psionic NPC classes, like the adept, then no. There are no NPC-specific psionic classes. You could easily give any NPC class the Hidden Talent / Wild Talent feat at first level to create what is effectively a psionic class, though.

If you are asking if anyone has used a psionic NPC, then yes, we have.

If you are asking if there are charts with the different psionic classes pre-statted as NPCs of various levels, I don't think there are. I could be wrong, but I don't recall them in my XPH or CPsi.

Sorry i assumed you were talking 4e for some reason. Just need to clarrify that it is 4e. If it is then i'll let you know which page as soon as i get home.
