A warlock can qualify for a magic item creation feat before level 12, but can he actually create anything before getting Imbue Item?

If he had an invokation that mimicked the spell needed to craft that particular item, let say Walk Unsee to craft a ring of invisibility I would say yes.

The imbue Item ability is to make ANY Item you want, whether it needs a divine or arcane spell to craft, you can do it with this ability. That is why Chamelon 2 is a popular dip for craftlocks

He can also craft magic weapons and armors that just have a simple +N enhancement bonus, because all that is required for that is to have a certain caster level.

there are also some (usually warlock specific) toys that you could make, because they'll list Eldritch blast in the creation method.

Can't he UMD a scroll to provide the requisite spells?

I believe so, but that involves spending gold and actually getting hold of the scroll.

I think they would actually need many scrolls because IIRC you have to cast the spell needed for the item every day of crafting
