Minimum CL for the highest level effect used to create it, or if no creation guidelines, then minimum CL for the highest level effect it can create.

Then I believe it's CL 18 (for vorpal or enhancement bonus +6).

+6 enhancment would have to be a minimal of 21, since it's +1 every four levels. Though that's epic, so it might be different.

Actually, it's three times enhancement bonus.
But do you need CL 21 or character level 21 to create epic items? I'll have to check.

You need to be Epic level, but I don't think you actually need to have CL 21. If you were Wizard 18/Whatever 7 (need 28 ranks of Knowledge for the Craft Epic Magic Item X feats) it should be enough, I think.

You are correct. Only CL 18 is needed, therefore CL 18 it is.
