LA 0 flying races?

Are there any races that grant a fly speed without racial hit dice or level adjustment? I am aware of both dragonwrought kobolds and raptorans, but they don't get actual flight until high levels.

It isn't great as it is basically like Raptoran are low levels. At level 6, flight starts.

Dragonborn anything (it's a +0 LA template), but it has the same deal. (Dragonwrought kobolds don't get flight without burning feats, which are available to all dragonblooded characters.)

Yes. Hengeyokai Sparrow and Crane get a fly speed in hybrid form (20' average for both) and in animal form (Crane 60' average, Sparrow 50' average). Errata in Dragon #318 (but oddly enough, not the OA Web errata) removed the LA +1 from Hengeyokai and changed their type to Humanoid with the Shapechanger subtype.

The infamous Unseelie Fey template gets one depending on a die roll. It doesn't have an LA listed, but the sample creature is LA +0 (they probably copypasted and forgot to remove it).

Sparrow hengeyokai is awesome for casters and pseudo-casters (warlocks, DFAs). Not so much for mundane guys.
