Say someone has 7 Int.

If they were an Elf Fighter, they should get 0 skill points per level, but since 1 is the minimum they get 1.

However, what happens if they are a human? Do they get 2 (The minimum plus the human bonus), or do they get 1 (2[base]-2[int]+1[human])

My understanding is they get 2. You get a minimum of 1 sp per level from classes, and the human sp/lvl is an entirely separate bonus.

That's how I always interpreted it myself. There's the stuff from the class which is modified by INT and then there's the entirely separate 4 skill points at 1st level and 1 skill point at every subsequent level that's a function of humanity.
