just what the title says. Or is it always 1 attack?

What if he gets that mod to use it in melee?

Technically, it doesn't get iteratives, but it is the personal opinion of mine, and many playgrounders, that that is a dumb rule. I can't remember if Eldritch Glaive specifically allows it iteratives, but unless it says so, it also technically doesn't [allow iteratives]. Hope that clears things up.

Short answer : no

Long(ish) answer : There's still a few ways to get more than one Eldritch Blast a turn. Quicken Spell-like Ability (Eldritch Blast) lets you cast it as a free action up to three times a day, but has CL 10 as a prerequisite (you can apply shapes and essences to a quickened blast without any additional feats, but higher level blasts require a higher CL). The Eldritch Claws feat gives you two claw attacks that each inflict your normal amount of unarmed strike damage plus the EB damage. The Eldritch Glaive shape lets you full attack with your blast as if it was a reach weapon ; it is considered a touch weapon and you can apply an essence to it, but it only inflicts your EB damage, and you can't Power Attack with it. The Eldritch Sculptor epic feat lets you cast two Eldritch Blasts as a full action, and you can freely apply shapes and essences to both.

No

Eldritch Blast is a spell like ability, and all spell-like abilities are a standard action unless otherwise noted, therefor you get only 1 attack per eldritch blast.

But, you can get itteratives attack with the invocation Eldritch Glaive found in Dragon Magic, said invocation lets you make as a full round action a full attack. and you apply strength as normal unless you've got weapon finesse.
