Its special requirement is "Bardic knowledge and evasion abilities".

Yes, but only while wearing ring. If you get dispelled, temporarily (1d4 rounds) you'd lose the class features that require it.

RAW yes, though you would loose your class features if you lost the rings, personally I don`t recomend relying on gear to enter classes, because that is just an invitation to your DM to disarm, steal or find anyway to make you loose the ring and hence yout prestige class. I don¡t mean you DM will do it since I don't know himk; but I am just saying it is tempting.
Besides the ring is quite expensive 25 K GP, so It is not cost effective to enter the prg class.

You might want to checj this thread (http://community.wizards.com/go/thread/view/75882/19872158/Tools_for_Fochlucan_Lyrist_Builds) so you can make out the most of the prestige class.

it works to enter but if you dont have the ring on you you cant take any more levels in the class, you dont loose your features though if you take off the ring, unless they are based on evasion of course.
