HALO is located Under the Sea! However that doesn't mean you can't visit...
There are Shuttlepods providing arrivals and departures on a regular schedule.
There are no anti-teleport wards!
If you can't teleport yourself, there are Ring Transporters, which link (among other places) the Mall of Acronymia from Inside.

Important Note for Villains
Conflict is great! It's the heart of any story, and there isn't much to roleplay without it. However, as a player to player courtesy, please check in with the players who are active at any given time before launching an attack. Not everyone wants to roleplay combat scenes, and sometimes there are other things going on that players don't want to interrupt for a random fight. Either a PM/IM to players, a short post in thread to say (Mind if I introduce a villain here?) or a longer post in the OOC thread if it's a larger plot is appreciated.

Chris starts talking about his friends. Cowboy, a man who loved old westerns, had a talent for engineering and a great sense of humor. Becky, a sort of friend/crush of his who is essentially a doctor, and great with kids. Sarah, the resident forensics expert and a hard worker. Lady Morgan, a centuries old sorceress who helped him and his friends out with Llorac.

He talks about some of the jokes Cowboy told, how much he admired Becky's manner with kids, how loyal Sarah was. Then, he started talking about his mother. A saint of a woman, with the patience of an oyster and the kindness of an angel.
