To begin, I am making a lvl 20 character for a campaign that will be played in the near future.
Any books and Web Enhancements are fine
I will have to show other sources to my DM. (Dragon Mag. and Homebrew for example)
Venerable Dragonwrought Kobold (suggestions?) (-4 str, -2 con, +2 dex, +3 int/wis/cha)
We haven't decided on a pt buy yet. lets assume 32

I really need Ur-Priest CL explained to me. I'm going to assume that it only counts Hard levels in casting classes.
The above example would have an Ur-Priest CL of 14.5 (11 Ur-Priest, +3 bard, +.5 Schord)
The above example would have a Sublime Chord CL of 21 (10 from Chord, +7 from bard, +4 from Practiced Caster)
The above example would have a Savage Bard CL of 21 (7 from Bard, 10 from Chord, +4 from Practiced Caster)
The final HP is 93 (19d6+1d8+20) Ba/Saves are +17/+9f/+8r/+11w
22 cha, 20 wis, 12 con, 14 dex, 14 int, 4 str

Any suggestions to improve this? A suggested fighter bonus feat? (I would love to Power attack with Whirling Blade, but I have no str :smallfrown:)

Ur-Priest CL is based of your other CL. So in reality it would be REALLY high.

You miss out on UP2, which gives rebuke undead, a VERY powerful feature for powering all kinds of shananigans.

Needs more Con...HP are dramatically low. A moderately optimized level 10 character can 1 shot you. I understand relying on spells for protection, but yea...needs more beef.

Yar. Con is tricky to squeeze in.

1) Congratulations on a fairly elegant 20-level build. Playable at more or less all levels, which is impressive.

2) Dragonwrought Kobold isn't nearly as good as it looks. It's fantastic for a sorcerer, but you aren't a sorcerer. Tanking your Strength (and Constitution) in exchange for mental stat bonuses isn't a great deal when you're building for high BAB and gish status. Lesser Aasimar (Player's Guide to Faerun, way back in the back of the book) gives +2 Wis/+2 Cha for LA 0; alternatively, it's hard to go wrong with a Human when you need skill points and can use the extra feats.

I assume you aren't using the questionable interpretation that Venerable Dragonwrought Kobolds qualify for epic feats; if you are, that would be different, but I don't see any epic feats in your build.

3) You have more Savage Bard levels than you need, if you can somehow squeeze Versatile Spellcaster + Heighten Spell in. Heighten Spell can be accessed via the Metamagic Storm.

Doing this means you don't need the 6th level of Savage Bard, which leaves space for Ur-Priest 2.

4) Rebuke Undead is huge amounts of win. You have very high charisma; add in a nightstick (or more if your DM allows) and you have a hell of a lot of turn attempts. Use them to power Divine Metamagic.

5) You have Iron Will listed twice. You have Spell Focus: Evil listed at 5th level, where you would not normally gain a feat. These two mistakes correct each other, I think. :smalltongue:

6) By 20th level, you should have +5 inherent bonuses to your casting stats. So making them even with your level-up stat points is actually inefficient.

7) In general, if I were going to optimize this build heavily, I would do the following: Change race to Human. Lose Dragonwrought and Dragonfire Inspiration, since you qualify for neither. Pick up Persistent Spell and Divine Metamagic: Persistent Spell. Also get Versatile Spellcaster, and substitute Ur-Priest 2 for Divine Bard 6. After that, you're pretty much good to go - you can have those by the time you get Ur-Priest 2, if you shuffle things around a bit, and that means you'll be Persisting divine favor and lesser vigor.

Edit: Also, take a look at using ironguard (Spell Compendium), along with other good defensive spells. As long as you have standard anti-dispel defenses (Battlemagic Perception or Spellcaster's Bane, Ring of Counterspelling loaded with Greater Dispel Magic, and eventually Greater Spell Immunity), spells are your best defense by far. You probably should get 12 Con to start with, and after that you don't really need to level it up at all - just use +Con magic items, and use good defensive spells like Mirror Image/Greater Mirror Image to reduce your chances of taking serious hits.
